VOTER TURNOUT ALMOST 70 PERCENT

KYIV. On March 29, parliamentary and local elections took place, where 69.64 percent of all registered voters participated, said head of the Central Election Commission Mykhailo Ryabetsin in the early hours on March 30. According to the official, the largest voter turnout was observed in the Western oblasts of Ukraine, with Ternopil Oblast being a clear leader (83.66%). In Khmelnytsky Oblast, 79.04% of voters took part in the elections, 78.99% - Rivne Oblast, 78.27% - Volyn Oblast, 77.88% - Ivano-Frankivsk Oblast, 77.65% - Zhytomyr Oblast. In Crimea, voter turnout stood at 63.31%. The lowest voter turnout was in Sevastopol with 50.28% and Kyiv with 58.49%. Among the voting districts, the largest turnouts were in voting districts No.165 (Buchach) and No.166 (Terebovlya) in the Ternopil Oblast, with 89.68% and 89.30%, respectively. The smallest number of voters were registered in the voting districts No. 225 and 224 in Sevastopol, 49.62% and 50.94%, respectively.

THE LEFT GAINED 173 FROM 450 SEATS IN PARLIAMENT

KYIV. According to preliminary calculations based on the announcement by Central Electoral Commission results, the representatives of the left forces already gained 173 places in the new parliament, and will influence 38,4% of all the votes (Communist party -- 123 seats, Socialist party-Peasant's party -- 34 seats, Progressive Socialist party -- 16 seats). Independent candidates won 114 seats; part of them is supported by various political parties. According to preliminary calculations, seats in the Ukrainian Parliament went to: Ruch -- 46 seats (10,22%), National Democratic Party -- 28 seats (6,22%), "Hromada" -- 23 seats (5,11%), Green Peace Party -- 19 seats (4,22%), Social Democratic Party (united) -- 17 seats (3,78%), Agrarian Party -- 8 seats (1,77%), Party Reforms and Order -- 3 seats, Congress of Ukrainian Nationalists -- 3 seats, Christian-Democratic Party -- 3, Ukrainian Republican Party -- 2, Party of Regional Revival -- 2, "Union" -- 2 seats. One voice in the parliament were won by the Democratic, Liberal, Social-National, Ukrainian Christian-Democratic Parties, Christian People's Union, Social-Liberal organization. The calculations are based on an assumption that candidates, elected in majoritarian areas, would cancel themselves from party lists if they were on them.

KYIV. According to the final results of Central Electoral Commission concerning party lists voting, the four percent barrier was attained by 8 parties and blocks: Communist party (24,68% of voices), Ruch (9,4%), block of Socialist and Peasants' parties (8,54%), Green Peace party (5,46%),National-democratic party (4,99%), "Hromada" (4,68%), Progressive Socialist party (4,04%), and Social Democratic party of Ukraine (united) (4,02%) . As a result of party lists elections, the Communist party gained 84 seats, Ruch -- 32, block of Socialist and Peasants' parties -- 29, Green Peace party -- 19, National democratic Party -- 17, "Hromada" -- 16, Progressive Socialist party -- 14, Social-Democratic party (united) -- 14 seats.

CENTRAL ELECTORAL COMMISSION COMMITTED INADMISSIBLE DELAY IN CALCULATING VOTES -- HEAD OF PRESIDENT ADMINISTRATION

KYIV. Delay in calculating electoral votes is inadmissible and will be given a serious analysis. If delays are caused by executive powers, serious conclusions will be taken, according to what the head of President Administration Yevgen Kushnarov stated at a briefing in the Administration on April 1. He stressed that in the parliamentary victory of the Communists there is nothing unpredictable -- voters voted for representatives of left forces, protesting against low living conditions. He thinks that the advantage of left forces is a serious warning to dispersed camp of democrats, who reached the new system elections unprepared. However, this advantage of the left forces is not so large as to preventing initiating constitutional changes in the state. The Head of Administration stressed that President Leonid Kuchma does not want to deteriorate the relationship with the newly-elected Parliament. In his opinion, the struggle between executive and legislative branches of power in Ukraine depended greatly on a personal position of Speaker of Supreme Council Olexander Moroz. Yevgen Kushnarov claimed that the newly-elected Parliament does not imply automatic changes in the government. Yevgen Kushnarov stressed that the results of the elections vigorously proved that the all-national party "Hromada" does not exist. In his words, there exists only a regional Dnipropetrovsk clan, which is only able to delegate to the parliament in other regions only two of its candidates: Yulia Tymoshenko in Kirovograd region and Olexander Yelyashkevich in Kherson region. Besides, Kushnarov paid attention to a fact that "Hromada" overcame 4-percent barrier in three regions only -- Dnipropetrovsk, Kirovograd, and Kherson regions.

LEADERS OF NATIONAL DEMOCRATIC PARTY ACCUSED PARTY "HROMADA" OF BREAKING ELECTORAL NORMS, AND LOCAL AUTHORITIES OF THEIR NON SUPPORT OF THE NATIONAL DEMOCRATIC PARTY

KYIV. Representatives of the National Democratic, Agrarian, Socialist, Peasants' Parties and Ruch left from Dnipropetrovsk region to Kyiv with information about severe breaking of procedure in the region by party "Hromada" on March 29. This statement was declared by the head of electoral campaign of National Democratic Party Olexander Karpov at a press conference on April 1. The leader of the National Democratic Party (NDP) Anatoliy Matviyenko at the same conference stated that the new parliament - by its constituents - will resemble the previous one: communist and market economy forces will be divided equally, and another 20% of the deputies will not make a political choice, being "nondescript". In his opinion, the biggest sensation of the elections is a possible coalition "of communists with state level thieves, who, for some reasons, like the communist idea."

THREE MPs FROM REFORMS AND ORDER PARTY WILL NOT JOIN FACTIONS IN NEW PARLIAMENT

KYIV. The three representatives of the Reforms and Order party who were elected MPs last Sunday are not going to join any of party factions in the new Parliament, said Serhiy Teryokhin, MP and member of the Reforms and Order party, in an interview with Infobank. Mr. Teryokhin added that in the new Parliament they hope to join a lawmakers' group similar to the Reforms group in the 1994-1997 Parliament. According to the regulations, continued Mr, Teryokhin, only four parties or blocs (Rukh, Communists, People's Democratic party and the bloc of the Socialist and Peasants' parties) can form their factions in the Parliament (there must at least 25 members in a group or faction). Other parties will have to seek other ways of structuring in the Supreme Council. Therefore other lawmakers' groups will be formed according to how group members-to-be view the conceptual problems of politics and economics, not according to their membership in a party. Serhiy Teryokhin also said that in such group he would like to see first of all Rukh members. He is convinced that MPs from the Social-Democratic party (united) list could also join this group because this party's election list was formed with the election rather than party in mind. With regard to the Green party, most probably they will try to form their own faction, said Mr. Teryokhin. According to him, those who have become MPs thanks to this party's election list, which includes many heads of those industrial giants that pollute the environment, are in a state of euphoria and it looks like they are going to stick to the idea which has brought them to the Parliament. Serhiy Teryokhin puts the Reforms and Order's failure in the Parliamentary elections down to their lack of experience in the political theatricality inherent in other parties. "We have failed to explain to our society in a popular way those rather complex economical ideas that we advocate", said Mr. Teryokhin. According to him, the rhetoric employed by the People's Rukh when they were convincing the supporters of smaller or less popular democratic parties to vote for Rukh just because "those parties won't get through anyway", has done a lot of harm not only to the Reforms and Order party but to all democratic forces in general. Serhiy Teryokhin believes that this rhetoric, which influenced voter's decision, especially in Halychyna, may have prevented the Reforms and Order from reaching a 4 percent threshold (3.13% of voters have voted for this party) and thus deprived the new Supreme Council of 14 democratically oriented lawmakers.

RUKH LEADER SAYS LESS INFLUENTIAL DEMOCRATIC PARTIES' PARTICIPATION IN ELECTION IS BETRAYAL OF UKRAINE

KYIV. "The people who have betrayed Ukraine are now seeking ways of getting out of the situation and blame others for their failure", said Vyacheslav Chornovil, Rukh's leader, in an interview with Infobank while answering the Reform and Order's (ROP) charges that pre-election methods employed by Rukh have resulted in a loss of at least 14 candidates for democratic forces. "If the Reforms and Order party and National Front had followed our calls and withdrawn their election lists we [the People's Rukh] could have now as many MPs as the communists do", said Vyacheslav Chornovil. "One had to choose the most reliable force and it was very easy to foresee it and we foresaw it and warned people. One mustn't make up a party after the law [on election] is adopted. One cannot win elections relying only on a nice poster with Pynzenyk's face on it. Elections can be won if one has far-flung structures all over Ukraine." "Teryokhin's party, which does not exist in fact, was created on paper for the elections. It is they who got our [Rukh's] potential votes and not vice versa. They did not have any hope to pass a 4 percent threshold because they do not exist. They have gathered 500,000 votes whereas the minimal necessary figure is 1,040,000." (In fact, according to the central election committee, 3.13% of voters voted for the Reforms and Order party, which is over three quarters of the minimal figure necessary for passing the threshold - Infobank). "Even if they had happened to get through by some miracle owing to Pynzenyk's nice physiognomy which is hung on every pillar in every village, what would they do in the Parliament?" (MP group Reforms, which was ROP's basis, and Serhiy Teryokhin, one of its leaders, were authors or co-authors of most of the economical laws passed by the 1994-1997 Supreme Council - Infobank.) "I think that along with the National Front they must kneel down and repent before the people of Ukraine for those votes they have taken from us and given to communists." While answering Chornovil's charges Serhiy Teryokhin, one the leaders of the Reforms and Order party, said in an interview with Infobank: "If the People's Rukh did not have such 'small fuhrer' Chornovil, who is one of those to blame for the loss of a lot of voters for his party, we would have been in a united democratic Rukh long ago". Serhiy Teryokhin believes that it is Oleksandr Lavrynovych who could promote the alliance of all democratic forces as head of the People's Rukh. In Mr. Teryokhin's opinion, Vyacheslav Chornovil is an astonishing person: being a victim of the anti-democratic totalitarian regime, he builds his political practise on the basis of bolshevism. "No matter how much Mr. Chornovil may want something different, the ROP does have a far-flung structure in every oblast of Ukraine, said Serhiy Teryokhin. Of course, our party is young. It is much younger than the People's Rukh but it is our advantage rather than a drawback."
